10/6/2009 TEXAS CONTRACTORS

This Board has reciprocity with the Texas Department of Licensing and Regulation for the classification of Electrical Work Only.

This Board does not reciprocate with Texas for any other classification. To qualify for reciprocity:

A) Licensed as a Master Electrician in Texas for 3 or more years

B) No disciplinary action on your record

C) License verification for must be completed by the TDLR and the TDLR must certify that you, as the qualifying party for your firm, took the ICC examination and that you passed the exam

D) Texas must affix the TDLR seal to the form (The Board will not accept copies which have been faxed and forwarded to this Board).

E) This Board will not accept copies of license or copies of grade notice from ICC as evidence. (TDLR must certify that you took the exam as without certification, we cannot reciprocate).

4/23/2009 The Online Renewal Option is available for "Online Renewal"
3/27/2009 Fee Increase 2009 - Effective April 1, 2009 Effective April 1, 2009 fees will be increased and are noted on the various fee schedules available in each of the application sections.
3/25/2009 The Louisiana State Licensing Board for Contractors requires 4 hours of continuing education each calendar year for Residential Contractors. A list of continuing education providers will be available on the website shortly.
3/20/2009 For information on ACT 725, which pertains to Electrical and Mechanical Contractors, click on "Frequently Asked Questions". After clicking on "Frequently Asked Questions" the first header is ACT 725 which is the law passed in 2008 that pertains to Electrical and Mechanical Contractors. Please check out the information.
3/11/2009 ONLINE RENEWAL CONTRACTORS

If you did not receive a confirming receipt of payment with an approval code, the Board did NOT receive your online license renewal.

Please email the Board at renewal411@lslbc.louisiana.gov or call (225)765-2301 x 213 to request that the renewal be reset to allow access to reenter the online renewal site.
12/29/2008 After I renew, WHEN will I receive my 2009 RENEWAL CERTIFICATE? The normal waiting period is approximately 2 to 3 weeks from the LSLBC receipt of the renewal. If you or your company has failed to receive anything from us (letter, cert, etc.) after 3 weeks from the time the renewal was sent to LSLBC please fax or call to check the status.

**PRESS RELEASE** Michael B. McDuff named Executive Director.

The Louisiana State Licensing Board for Contractors announces that after conducting a nationwide search, Mr. Michael B. McDuff has been named Executive Director. As Executive Director, he will serve as the chief operating officer in connection with day-to-day operations. Mr. McDuff is a 1985 graduate of Louisiana State University.

11/14/2008 MULTI-YEAR RENEWAL opportunites are effective with the 2009 renewal season. ACT 576 of the 2008 Legislative Session provides for Multi-year opportunites for Commercial, Residential, and Mold Remediation Contractors.
Contractors may elect one-,two-, or three-year licensing and renewal not to exceed three years.
Also a new license expiration date will be on the aniversary date of the day the license was originally issued.
11/10/2008 Online renewals require a UserID and Password The User ID and Password is located on the renewal application(s) that are mailed only to licensed contractors.

Please do not contact the Board to request User ID and Password information unless you have not received a renewal application by DECEMBER 1, 2008.

11/10/2008 2009 RENEWALS HAVE BEEN MAILED. If you have not received the 2009 renewal by DECEMBER 1, 2008, please search for your current license under "Find a Contractor" and verify that we have the correct address for your firm. If it is correct, you may fax a request for a renewal application to (225) 765-2690. If the address is incorrect, please complete a change of address form under "Need a Form."

NOTE: Online renewals have closed for the 2008 renewal year.

In order to renew for 2008 it will be necessary to submit the renewal application form which was mailed at the end of 2007 Should you need a duplicate renewal application faxed to you, please fax a written request to (225) 765-2690. Be sure to include the license number and name of licensee as listed on the license certificate.

COMMERCIAL AND RESIDENTIAL CONTRACTORS: Please note that LA R.S. 37:2156, Paragraph B, requires that a new application be submitted for any licensee who has not renewed by December 31, 2007

MOLD REMEDIATION CONTRACTORS: Please note that LA R.S. 37:2188, Paragraph B, requires that a new application be submitted for any licensee who has not renewed by six month period following the expiration date to file an application for the renewal of license.

11/10/2008 Why can I NOT change my address on the Online Renewal? In accordance with Section 105 of the Rules and Regulations of the Board, any change in address of a company, partnership or corporation shall be reported to the board by written notification within 15 days after such change. You may download a change of address form by clicking on the icon on the home page called "Need a Form". Please follow the directions on the change of address form.
11/9/2008 Delinquent penalty for Mold Remediation licenses. Delinquent penalty of $50.00 is assessed 15 days following the expiration date for Mold Remediation licenses.

8/27/2008 *Press Release* MS. GILSON NAMED INTERIM EXECUTIVE DIRECTOR The Louisiana State Licensing Board for Contractors announces that Ms. Frances B. Gilson has been named as Interim Executive Director due to the retirement of Mr. Charles Marceaux. Mr. Marceaux retired from the position of Executive Director with 12 years of service. The Board has appointed Ms. Gilson as Interim Director while conducting a nationwide search for a new Executive Director in which resume submissions conclude on October 1, 2008.

Ms. Gilson has served the Louisiana State Licensing Board for Contractors for 2 years as the Board Administrator and worked previously as the Compliance Program Director for the Louisiana Department of Transportation and Development.

8/18/2008 ACT 725 Information regarding Licensing of Electrical and Mechanical Contractors. This law went into effect on January 1, 2009.

7/21/2008 2008 Legislative Changes that affect the Louisiana State Licensing Board for Contractors' Licensing Law. Click on the "Contractor's License Law" for more information. (located on the left side of this screen)

ACT 576 amends and reenacts R.S. 37:2156(A), 2168, and 2188(A), relative to the licensing procedures.

ACT 725 amends and reenacts R.S. 37:2156.1(F) and to enact R.S. 37:2150.1(14) and (15) and 3 2156.1(M), relative to the licensing of Electrical and Mechanical Contractors. (This law will not go into effect until January 1, 2009.)

1/7/2008 Finding a Contractor on the LSLBC Website Only current Licensed and or Registered 2008 Contractors will appear in the Louisiana State Licensing Board for Contractors online database.
11/12/2007 For Manual Renewals, it is possible to verify that the LSLBC office is in receipt of your current Renewal. To verify that a renewal has been received at the LSLBC office, perform a search under "Find a Contractor" and "search by license number". Input the license number and click on the record. The date and time a renewal is RECEIVED in the LSLBC office will display under "Contractor Detail."

For Online Renewals: This information does not display for online renewal submissions. An option is available for a receipt at the end of the online renewal process which is your verification of submission.

Please note that submission of a renewal application does not guarantee renewal of a license.

10/30/2007 Price Increase for Business and Law Study Guide effective January 1, 2008. Effective January 1, 2008, the price of the Business and Law Study Guide will increase from the current price of $40.00 to the new price of $45.00.
10/1/2007 Home Improvement Registration Act 398 goes into effect October 1, 2007. ACT 398 Home Improvement Registration goes into effect 10/01/2007. This law requires: Registration for home improvement contracting between $7,500.00 and $75,000.00. Written home improvement contract required on projects between $7,500.00 and $75,000.00. If home improvement amount exceeds $75,000.00 a Louisiana Residential Building Contractor's License is required. This Board has the authority to issue citations. Forfeiture of all lien rights of unlicensed contractors. For questions concerning this newly enacted law, please contact us.
9/21/2007 IMPORTANT Information about Renewal Applications with Voluntary Donations to the Public University of Accredited Construction Management Programs. Should you choose to make a voluntary donation to one or more of the Public University of Accredited Construction Management Programs at LSU-BR, University of Louisiana-Monroe, or Louisiana Tech-Ruston, you must designate which program is to receive which portion of your donation. The Board cannot process a renewal fee which includes a donation until we have written documentation reflecting the appropriate recipients(s).
10/2/2006 Effective October 9, 2006, the Board will only accept checks and money orders drawn on U.S. banks.
8/2/2006 EXAMINATION RESCHEDULE FEES Beginning September 1, 2006, examination reschedule fees are as follows:

First reschedule: $25

Second reschedule: $50

Third or more reschedule: $75

Forfeit fees may also apply should you fail to notify the Board of the need to reschedule at least five business days prior to a scheduled examination date.

5/1/2006 ATTENTION LOUISIANA CONTRACTORS APPLYING FOR A LICENSE IN ANOTHER STATE There is a $75 fee to complete a verification form from another state. The verification form will not be completed prior to receipt of the fee.
11/29/2005 INCORRECT FEES printed on some renewal forms Please check your printed renewal form. The correct TOTAL FEES DUE (renewal fee plus transaction fee) are assessed per number of trade classifications held (excluding Business and Law; Law, Rules and Regulations; and Old Rules and Regulations) as follows:

One classification: $115.00

Two classifications: $210.00

Three classifications: $305.00

Four classifications: $400.00

Five or more classifications: $415.00

11/18/2005 IMPORTANT CHANGE IN THE APPLICATION PROCESS EFFECTIVE DECEMBER 1, 2005 Due to the aftermath of Hurricane Katrina, the Board implemented procedures to expedite the processing of applications. These emergency procedures will cease at 4:30pm on Wednesday, November 30. All applications received after the close of business on November 30 will be processed according to normal procedures.
9/22/2005 LICENSED CONTRACTORS DISPLACED BY HURRICANE KATRINA must provide updated mailing addresses. Renewals will be mailed in the next few weeks to addresses as listed in our records. Written requests to change a mailing address may be submitted by faxing (225-765-2690) or mailing a request signed by an owner/officer/member/partner.
9/18/2005 Important Information Regarding License Verification for Out of State Contractors Out of state contractors requesting waivers MUST complete the license verification form (available on this website under "Forms") and submit it to the board of the state in which you are licensed. That board will complete the form and submit it to us. A copy of your out of state license cannot be submitted in place of the license verification form. The Board cannot approve and issue your license until ALL requirements are met and ALL required documents have been received.

9/6/2005 Mold Remediation Contracting DO YOU PROVIDE MOLD REMEDIATION SERVICES? ARE YOU THINKING ABOUT IT? If so, you must apply for a mold remediation license with the Louisiana State Licensing Board for Contractors. Effective July 1, 2004, ACT 880 of the 2003 Legislative Session requires any and all persons who make an offer to bid on or contract projects requiring mold remediation services valued at $1 and up to hold a Mold Remediation contractor’s license with the Board. Failure to comply with ACT 880 could result in the issuance of a cease and desist order after investigation by the Board’s field enforcement staff. Requirements for a License: · Twenty-four hours of training in mold remediation and basic mold assessment; · Four hours of instruction in Louisiana’s “Unfair Trade Practices and Consumer Protection Law”; · Qualifying party must be eighteen (18) years of age, have successfully completed high school or its equivalent, and pass the Business and Law exam, if applicable; · Worker’s compensation insurance; · General liability insurance in a minimum amount of $50,000; · Financial net worth of $10,000; · $100 application fee (If the Business and Law exam has not been taken, an additional exam fee of $100 and study guide fee of $40 are required.) Contact the Board to request an application. Guidelines for Enforcement: · The law will be primarily applied to existing completed buildings and buildings deemed to be substantially complete. · There must be evidence of a written mold assessment report clearly identifying the existence of mold. · No licensee shall perform both mold assessment and mold remediation on the same property. · Any person or entity which offers to bid or provide mold remediation services without first having obtained a written mold assessment report on the specific project site, verified by a certified laboratory, is subject to immediate investigation by the Board. The Board is promulgating rules relative to mold remediation contracting. These rules will be used to clarify and interpret the law. There will be an initial grace period with regard to the type of training deemed acceptable. Standards for training will be developed. The adoption of OSHA guidelines which demonstrate productivity, safety, and practical, cost-effective methods of workforce handling processes is being considered. CAUTION: Persons or entities offering to bid or perform mold remediation services may also have to obtain commercial licenses for other major classifications or subcategories of major classifications depending on the prescribed scope and value of work. Contact the classifications specialists at the Board offices to determine the specific licensing requirements for the type of work you intend to perform.

11/23/2004 Examination fees Effective January 1, 2005, the fee for examination will be $100. We will continue to administer the Business and Law examination at no additional charge (one time only) if it is taken by a qualifying party on the same day as a written trade examination.

9/20/2004 Residential Continuing Education Opportunity The "Unfair Trade Practices and Consumer Protection Law" course offered by the Board is acceptable to meet the continuing education requirement for residential contractors. Each qualifying party interested in attending this course must submit a registration form and pay the fee. For information on the date of the next scheduled course, please refer to the current website announcement related to this training.
9/17/2004 UNFAIR TRADE PRACTICES AND CONSUMER PROTECTION LAW TRAINING for Mold Remediation Licensure The State Licensing Board for Contractors is offering a four (4) hour course on Louisiana's "Unfair Trade Practices and Consumer Protection Law." This course is one of the requirements for licensure in mold remediation. The course will be conducted on Monday, October 4, 2004 from 9:00 a.m. until 1:00 p.m. at the Board's offices located at 2525 Quail Drive, Baton Rouge. The cost for the class is seventy-five dollars ($75). All requests for reservations must be made in writing and accompanied by a check or money order. Seating is limited and will be assigned on a first come, first served basis. Future courses will be scheduled based on need.

Should you require a copy of the printed roster, please submit a written request to the attention of Mrs. Wanda Cowsar, P. O. Box 14419, Baton Rouge, LA 70898-4419 along with a check for $60 (commercial roster) and/or $35 (residential roster).
